The Association of Filipino Prosthetics and Orthotics (AFPO) collaborated with the UERM Medical Center College of Allied Rehabilitation Sciences (CAReS) in successfully presenting the Proposed Prosthetics and Orthotics (PO) Bill at the AFPO 1st General Conference held on September 27, 2025, at the Hotel Seda Vertis North, Quezon City.
The event brought together professionals, stakeholders, and advocates in the field of Prosthetics and Orthotics, underscoring AFPO’s commitment to advancing the profession and strengthening its role in the country’s healthcare system. The conference was held in partnership with the International Committee of the Red Cross (ICRC) – Philippines, International Society for Prosthetics and Orthotics – Philippines, Physicians for Peace, and Neolimb.
History in the Making for Prosthetics and Orthotics
The program commenced with the Opening Remarks delivered by Dr. Raquel S. Cabazor, Dean of CAReS, who highlighted the importance of the gathering as a historic milestone for the organization and the profession. She also emphasized the collective responsibility of practitioners to elevate standards of practice and ensure that the needs of persons with disabilities are effectively addressed through quality Prosthetic and Orthotic services.
The event was also graced by Dr. Pamela Muldong, Health Coordinator of the ICRC, who gave an overview of the role and programs of ICRC in the field of rehabilitation services and other humanitarian assistance. This was followed by an introduction of the AFPO by Ms. Marichelle de Castro, President of the organization and a member of the UERM BS Prosthetics and Orthotics faculty.
A Groundbreaking Step Forward
The presentation of the Proposed PO Bill outlined its objectives, scope, and provisions, providing a comprehensive overview of its intent to formally recognize, regulate, and support the Prosthetics and Orthotics profession in the Philippines. Key points from the bill emphasized the following:
The presentation also addressed current challenges faced by practitioners, such as the lack of a regulatory framework, limited awareness of the profession, and the need for sustainable support from government agencies. By providing a legal foundation, the proposed bill aims to strengthen advocacy, create opportunities for professional growth, and ensure that Prosthetics and Orthotics services meet global standards.
A Call for Solidarity and Commitment
A Focus Group Discussion was facilitated by Dr. Anna Bella Manalang, distinguished industrial engineer and expert strategic consultant. This provided the participants with the opportunity to share insights, clarify provisions, and contribute perspectives on how the bill can be further strengthened. The discussion highlighted the readiness of the profession to embrace change and the importance of collective action in advocating for legislative recognition. Participants raised points regarding implementation, alignment with existing health policies, and collaboration with other Allied Health Professions.
The program concluded with a Closing Message delivered by Dr. Josephine Bundoc, former chairman of the UERM Physical Medicine and Rehabilitation (PMR) Department and a known advocate of the Prosthetics and Orthotics profession, who reiterated the importance of solidarity within the community. The AFPO leadership also expressed gratitude to all participants and reaffirmed the organization’s commitment to advancing the PO Bill as a step toward ensuring professional recognition and improved rehabilitative services for Filipinos.
